The survey is aimed at investigating the subsurface geologic formations of the intended site so as to pinpoint the most suitable location with highly productive aquifers. This survey is done by a hydrogeologist who relies on various geophysical methods to map the subsurface. A hydrogeological survey report duly signed by a licensed hydrogeologist is the culmination of the ground water investigations exercise. .

This is the second step required by the kenyan law. A licensed environmental expert is to be engaged to conduct an assessment on the possible effects of the proposed project on the sorounding environment. The expert produced an Environmental Impact Assessment (EIA) report after conduction a thorough environmental study and analysis.

With the hydrogeological survey and the EIA reports, the WRA will give an authorization permit after payment of the required fees. This authorization serves as the permission to drill a borehole within the proposed site location.

Various counties have various laws regarding drilling of boreholes. Charges for this authorization varies with each county and may either be payed by the drilling contractor or by the client, in full or in part depending on the prevailing county requirements. Once the payment is made and receipt obtained, the county in which the proposed borehole is to be drilled is deemed to have issued a drilling permission.

Once the above processes have been duly followed, the client engages a drilling contractor who will execute the drilling and equipping of the borehole. The contractor may also advice on the initial procedures described above.
